Maryland Considers Law Providing Unemployment Benefits to Those Who Leave Job to Escape Domestic Violence

Most people understand that domestic violence is a dysfunctional cycle of behavior that rarely stops once it begins.  Domestic violence not only involves physical abuse, but it also involves emotional abuse that is inflicted by way of threats of additional violence.  In addition, many abusers understand that their victims need to remain employed for many reasons and therefore they can always be located.  Some sufferers of abuse have left jobs in order to escape this violence.

The state legislature in Maryland is considering this scenario and is also beginning to hold hearings on a new bill that, if it becomes a law, would provide unemployment benefits to people who leave a job in order to escape ongoing domestic violence.  This bill states that these benefits would be provided to someone who leaves his or her employment if continuing to work there would jeopardize the safety of that worker, that worker’s spouse, that person’s child or that person’s parents.  The bill has been offered in response to the reality that those who have been abused have often come under threats or worse while at work.

While this new bill would create a relatively unique change to the way in which unemployment benefits are considered overall, those who are in support of this proposed legislation have stated that these benefits could provide another means of escape for those who need it.  As of now, the bill remains in committee and will need to advance a few steps before being considered by the full legislature and ultimately the governor.
